Hey I"m from Roseville, a suburb of sac and my Miata recentely failed smog because of high NOX levels at 15mph. Although the previous owner said he would pay for a tuneup for it to pass, I need to figure out what's causing it to fail. All that's been done to the car that could cause it to fail is a k/n filter on the stock intake, and a flowmaster muffler. Both of which were on the car when it passed earlier. However, looking under the car yesterday, I noticed this on the exhaust, It looks pretty rusted, and it seems to be leading up to the cat, could this be the cause of failure? https://picasaweb.google.com/116189963725888229889/Miata#5750252724638107490

And if there's anyone close by who I can go to to look at the car please let me know. thanks.

I would sea foam it.

Seafoam is a motor treatment it safely helps free sticky lifters and piston rings, helps remove fuel deposits and oil residue, helps reduce pinging and rough idle.

Run it through the vacuum line, crank case, and fuel tank.
It may not fix the problem but it might, and is great for your car either way.
