a friend of mine has a 1990 RX7 FC. the stock front brake calipers on them are 2 pistons and say MAZDA on them, and the stock rotor size is 11.57". my NB stock rotor size is 9.88" has anyone ever put FC brake rotors on their car? or does anyone know if they'll work on my '99 NB?

The short answer is no.

The long answer is yes, anything will fit anything given enough time and money.

I'd say go for it! Use Corrado discs or whatever comes closer to the RX-7's stock width and will fit on the miata.
Then fab ub some brackets and tadaa, big brake kit.
