Every time I come back from Streets of Willow, my toe is always off. Top center of the steering wheel always ends up at the 1 o'clock position.
The first time I got it aligned by Discount Tire and every time after that I've done the alignment shown in this link:

I've performed/replaced the following about a year ago when I bought the car:
- swapped p/s rack for non-p/s rack
- NEW outer tie rods
- NEW inner tie rods
- ES master bushing kit
- NEW OEM alignment bolts
I'm running out of threads on the inner tie rod to bring the toe back in. My question is, is the steering rack to blame?
