If it matters, these are OEM 2003 16'' wheels.

* I need to know if I need to strip the stock paint on the wheels before I paint. *

I've painted the stockers on the last car I had, and I striped the paint on those, BUT those had been painted before ( very crappily ).

You don't really need to strip the original paint. Just give it a light sanding (400 or 600 grit) and then thoroughly clean it with a degreaser and then some alcohol.

Alright, thanks man!

For the rubbing alcohol, do I just rub it in and let it dry or rub it in and wash it off?

the alcohol shouldnt leave any residue. so I'd just rub it down and let it dry.
I dont know about that... some of the cheaper alcohols leave a white residue behind. I would give it a quick rinse just for good measure... couldnt hurt.

Buy some Denatured Alcohol from like Home Depot or anywhere w/ a paint section if you want pure alcohol without the chance of residue.
